Boulder HousingMOVING TO WORK Partners FactSheet: Overview WHAT IS “MOVING TO WORK”? In March 2011, Boulder Housing Partners (BHP) was selected as one of 35 agencies nationwide to participate in the Moving to Work (MtW) Demonstration Program through the U.S. Department of Housing and Urban Development (HUD). BHP is honored and excited to be a part of this elite program. The three primary goals of the program are to: 1. Use federal dollars more effectively 2. Create incentives for families to work, seek work or prepare for work 3. Increase housing choices for low-income households WHAT DOES THIS MEAN FOR BHP? BHP has been given the authority and flexibility to develop policies and procedures outside the limitations of certain HUD regulations. As an MtW agency, BHP will be able to transform the way we provide housing and assistance to better meet the needs of our families and our community. Examples of what BHP can do include: • Creating more affordable housing units through construction or acquisition; and • Preserving and renovating our current public housing communities; and • Providing more services for our residents and participants; and • Piloting a rent policy that will encourage resident selfsufficiency, reduce fraud, and keep rents affordable. WHAT DOES THIS MEAN FOR you AS A... Resident? BHP will offer new and existing housing participants and residents a more streamlined process to receive housing assistance, an increase in housing choices, and additional services to assist them in becoming more self-sufficient. BHP will be undertaking extensive renovation of our public housing assets, which will mean residents will experience some disruption from construction, as well as the benefits of fully renovated sites. Landlord participating in the Section 8 program? BHP will be able to ease some of the rules and regulations that burden our landlords while still working to provide high-quality living standards for our residents. Community partner? Boulder Housing Partners successfully completed a project known as Project Renovate in December 2016. Project Renovate represents an agency-wide effort to recapitalize and convert six properties within our Public Housing portfolio into tax credit properties.

We were the first housing authority in the Mountain Plains region to complete a Rental Assistance Demonstration (RAD) transaction and the sixth largest RAD deal to close and complete in the country.

Preserving Affordability and Revitalizing Communities

Project Renovate preserved deep affordability for all residents through new, Project-Based Section 8 contracts. The six sites house 279 of Boulder’s most economically vulnerable families, seniors, and individuals with disabilities. The revitalization created three new community centers, renovated full exteriors and interiors of all apartments, provided for full landscape and utility upgrades, and added many energy efficiency and unit amenities such as washers/dryers and ceiling fans.

How We Financed Project Renovate

BHP received HUD approval through the Rental Assistance Demonstration Program and the Section 18 Demolition and Disposition Program to release these six properties from the asset restrictions of the Public Housing program and to provide significant rehabilitation using a 4% LIHTC financing structure and Private Activity Bonds (PABs).

Bringing School Home

In partnership with Emergency Family Assistance Association (EFAA) and other community partners, such as “I Have a Dream” Foundation of Boulder County, Boulder Housing Partners (BHP) is offering Bringing School Home — an innovative new program that brings together quality, affordable housing and educational opportunities for the whole family. 

Families who meet eligibility requirements and are committed to participating in educational programming to support their children’s long-term success may apply to Bringing School Home through EFAA. Supportive services start when families move into a Bringing School Homecommunity and continue as children move along their educational path toward high school graduation.

Who is Eligible?

Bringing School Home is open to families who live or work in the city of Boulder, have at least one child under the age of 6, and will pass the housing screening criteria.  Families who are accepted into Bringing School Home  commit to participating in specific supportive services focused on helping children achieve success in education.

Which BHP communities participate in Bringing School Home?

Bringing School Home operates at five communities managed by Boulder Housing Partners:

Each of these communities can access rich resources, including community centers with libraries, computers, Wi-Fi and comprehensive and long-term educational programs. 

What types of educational opportunities are provided?

During the first three months of participation, EFAA provides case management in the areas of housing stabilization, meeting basic needs, and identifying goals to support children.  A wide variety of educational opportunities then continue through BHP’s Resident Services Department, partner organizations, and participant-driven programs. Participating parents will be part of a leadership group that works with the BHP Resident Services Education Coordinator to implement programs such as:

  • Summer literacy

  • After-school enrichment

  • Dental and developmental screenings for children

  • Field trips to museums

  • Parent/child art and recreation classes

  • Play groups, parenting classes, and workshops

In addition to programming for young children and parents, older siblings will also receive educational support. If offered the opportunity, children will be expected to participate in the “I Have a Dream” program.

Founded in 1966, Boulder Housing Partners (BHP) is the housing authority for the City of Boulder. We build, own and manage affordable housing for low and moderate income residents and we are committed to fostering a healthy sense of community in every property we develop.

We build, own and manage 33% of the total inventory of affordable housing in Boulder, making a strong contribution to City Council's goal that 10% of all housing is permanently affordable. We actively seek opportunities to grow our housing inventory. BHP provides assistance to nearly two thousand householdsthrough five housing programs. Mission: Community Food Share is dedicated to improving lives by turning your small acts of generosity and kindness into a big difference in the lives of hungry families and children in your community. Our mission is to ensure that all people in Boulder & Broomfield Counties CO are food secure.

Results: CFS has steadily increased the amount of food provided to the people of Boulder & Broomfield Counties every year. This year-to-date we are 23% ahead of last year! We are on tack to distribute 7 million pounds of food.

Target demographics: CFS provides food to anyone in need; the working poor, the unemployed, the disabled, and children, seniors and adolescents at risk. Our priority is children.
